2025 G7 Kananaskis Summit Goals Set and Met

Compiled by Jacob Rudolph and Angus MacKellar, Co-chairs of Summit Studies, G7 Research Group
June 23, 2025

The G7 2025 Kananaskis Summit Goals Meet and Set Report is prepared by the G7 Research Group based at the University of Toronto. Using the Goals Set report published on June 13, 2025, it provides a qualitative assessment of how well these goals were achieved at the Kananaskis Summit on June 15–17, 2025.

The Goals Set and Met Report includes averages by country and by issue to produce an overall evaluation score for the summit as a whole.

G7 Research Group analysts based the goals set by issue on priorities expressed in the Kananaskis Summit agenda as published by Canada's presidency and also priorities carried over from previous summits, as well as corresponding priorities expressed through global commitments such as the Paris Agreement on climate change and the Sustainable Development Goals. The goals by member are drawn from national policy addresses (i.e., State of the Union Address, Speech from the Throne, etc.), speeches in public forums such as the United Nations General Assembly and the World Economic Forum, news releases and readouts, and other publicly available information. Five to seven priority goals have been identified and ranked for each issue and member (see Tables 1 and 2). They were expressed as closely as possible to the style of language used in G7 communiqué, to facilitate the assessment of the goals met at Kananaskis Summit, using the standard matching methodology developed and applied by the G7 Research Group.

Scores are not weighted and calculated according to the following scheme:

A+ 90% B+ 78% C+ 68% D+ 58% F 45%
A   85% B   75% C   65% D   55%
A− 80% B− 70% C− 60% D− 50%

A+ We will increase the global supply of critical minerals essential for energy security and the economy of the future by building secure, resilient, and strategically aligned supply chains through investment, partnerships, and infrastructure development across key producing regions. “Together, they identified ways to collaborate on energy security in a changing world, with a focus on advancing technology and innovation, diversifying and strengthening critical mineral supply chains, building infrastructure, and mobilizing investment. They discussed just energy transitions as well as sustainable and innovative solutions to boost energy access and affordability, while mitigating the impact on climate and the environment. They talked about the consequences of growing conflicts for shared prosperity, including energy security, and the need to work towards a shared peace.” (G7 Chair’s Summary)

“They considered ways to collaborate on global trade to boost productivity and grow their economies, emphasizing energy security and the digital transition. They acknowledged that both are underpinned by secure and responsible critical mineral supply chains and that more collaboration is required, within and beyond the G7. Leaders undertook to safeguard their economies from unfair non-market policies and practices that distort markets and drive overcapacity in ways that are harmful to workers and businesses. This includes de-risking through diversification and reduction of critical dependencies. Leaders welcomed the new Canada-led G7 initiative – the Critical Minerals Production Alliance – working with trusted international partners to guarantee supply for advanced manufacturing and defence.” (G7 Chair’s Summary)

“Critical minerals are an opportunity to build mutually beneficial partnerships and drive economic development, innovation and shared prosperity. We will continue to work with emerging market and developing country partners to develop quality infrastructure, such as economic corridors. We will address investment barriers and support policy and regulatory reforms that improve the investment climate of our partners and empower entrepreneurs in low- and middle-income countries, including through the G20 Compact with Africa. Our approach will support local economic growth, build community trust, and reduce investment risks, creating the necessary conditions to attract responsible private capital.” (G7 Critical Minerals Action Plan)

“We, the Leaders of the G7, recognize that critical minerals are the building blocks of digital and energy secure economies of the future. We remain committed to transparency, diversification, security, sustainable mining practices, trustworthiness and reliability as essential principles for resilient critical minerals supply chains, and acknowledge the importance of traceability, trade, and decent work in contributing to our economic prosperity and that of our partners.” (G7 Critical Minerals Action Plan)
A We commit to fostering access to reliable, clean and affordable energy to power the high electricity needs of artificial intelligence (AI) globally, including using AI to develop more resilient energy grids. “We recognize that increased AI adoption will place growing pressure on our energy grids, produce negative externalities and have implications for energy security, resilience and affordability. At the same time, AI can be harnessed to promote energy innovation and bolster the resilience and reliability of our energy systems.” (G7 Leaders’ Statement on AI for Prosperity)

A We will work to de-risk global supply chains by diversifying sourcing, improving transparency and investing in strategic sectors such as semiconductors, critical minerals and clean tech. “Together, [leaders and guests] identified ways to collaborate on energy security in a changing world, with a focus on advancing technology and innovation, diversifying and strengthening critical mineral supply chains, building infrastructure, and mobilizing investment.

“Leaders welcomed the new Canada-led G7 initiative – the Critical Minerals Production Alliance – working with trusted international partners to guarantee supply for advanced manufacturing and defence.” (G7 Critical Minerals Action Plan)
A We will enhance global energy security by accelerating the transition to clean and diversified energy sources, reducing strategic dependencies and strengthening critical infrastructure and supply chains through coordinated investment and international partnerships. “Together, [leaders and guests] identified ways to collaborate on energy security in a changing world, with a focus on advancing technology and innovation, diversifying and strengthening critical mineral supply chains, building infrastructure, and mobilizing investment.

“[Leaders] considered ways to collaborate on global trade to boost productivity and grow their economies, emphasizing energy security and the digital transition.
