The G7 2025 Kananaskis Summit Goals Report is prepared by the G7 Research Group based at the University of Toronto. It identifies the goals set for the Kananaskis Summit on June 15–17, 2025, hosted by Canada, and provides the basis for a qualitative assessment of how well these goals will be achieved by the G7 leaders, which will be conducted after the summit.
The report is split into two categories: by subject and by G7 member. The Goals Set and Met Report will include averages for both categories to produce the overall evaluation score for the summit as a whole.
G7 Research Group analysts have based the goals set by subject on priorities expressed in the Kananaskis Summit agenda as published by Canada's presidency and also priorities carried over from previous summits, as well as corresponding priorities expressed through global commitments such as the Paris Agreement on climate change and the Sustainable Development Goals. The goals by member are drawn from national policy addresses (e.g., State of the Union Address or the Speech from the Throne), speeches in public forums such as the United Nations General Assembly and the World Economic Forum, news releases and readouts, and other publicly available information. Five to six priority goals have been identified and ranked for each subject and member (see Tables 1 and 2). They are expressed as closely as possible to the style of language used in G7 outcome documents, to facilitate the assessment of the goals met at the Kananaskis Summit, using the standard matching methodology developed and applied by the G7 Research Group.
If the 2025 Kananaskis Summit is to be successful on these subjects, it must do the following in order of importance.
Regional Security
Petrina van Nieustadt
We reaffirm our unwavering support for Ukraine’s sovereignty, independence and territorial integrity, and remain committed to pursuing a just and lasting peace, beginning with an immediate ceasefire, that ensures Ukraine’s long-term security and prosperity as a democratic state.
We commit to supporting Ukraine’s defence and recovery by mobilizing extraordinary revenues from frozen Russian sovereign assets, strengthening sanctions enforcement and maintaining economic pressure on Russia.
We reaffirm our support for full implementation of the ceasefire between Israel and Hamas, including the release of all hostages, expanded humanitarian access in Gaza and a resolution based on a two-state solution in line with relevant United Nations Security Council resolutions.
We reaffirm Israel’s right to self-defence in accordance with international law, and call on Iran to cease all direct and proxy attacks, avoid further destabilization of the region, and return to meaningful negotiations on its nuclear program, as we work to prevent a wider conflict and advance regional peace.
We commit to maintaining a free, open and secure Indo-Pacific, based on respect for sovereignty and international law, and oppose any unilateral, coercive or militarized efforts to alter the status quo, including in the South China Sea.
We reaffirm our shared commitment to upholding a free, open and secure maritime domain that promotes international security, economic prosperity and sustainable resource use under the rule of law.
We reaffirm our support for a civilian-led democratic transition in Sudan and stand with the Sudanese people in their pursuit of peace, justice and freedom.
Energy
Jennifer Lee and Jacob Rudolph
We will increase the global supply of critical minerals essential for energy security and the economy of the future by building secure, resilient and strategically aligned supply chains through investment, partnerships and infrastructure development across key producing regions.
We commit to fostering access to reliable, clean and affordable energy to power the high electricity needs of artificial intelligence (AI) globally, including using AI to develop more resilient energy grids.
We will enhance global energy security by supporting investments in liquefied natural gas (LNG) production, export capacity, and port and transportation infrastructure, recognizing the role of reliable LNG supply and trade, particularly for countries facing transition energy shortfalls and to reduce energy dependency on Russia.
We will advance the development and deployment of low-carbon and renewable hydrogen by scaling up production, infrastructure and international trade, recognizing its critical role in decarbonizing hard-to-abate sectors.
We support the safe and responsible use of nuclear energy, including next-generation technologies such as small modular reactors and nuclear fusion, as a stable, low-carbon energy source that can help accelerate the clean energy transition and enhance long-term energy security.
Digital Economy
Petrina van Nieustadt, Anali Arambula Galindo and Angus MacKellar
We commit to advancing the Hiroshima AI Process Comprehensive Policy Framework, based on principles of transparency, accountability, fairness and inclusivity, and to strengthening interoperability across governance frameworks through ongoing G7 and international dialogue.
We acknowledge the importance of increasing trust in artificial intelligence (AI) and ensure its safe use, particularly regarding data and user privacy; addressing security risks; and protecting human rights.
We commit to work for the sustainable and responsible development of AI to ensure that it is used to foster economic growth and tackle global issues.
We commit to fostering the research and economic deployment of quantum technologies, emphasizing new opportunities to solve economic challenges and support growth.
We acknowledge the security and privacy challenges associated with emerging quantum technologies and commit to fostering the development and deployment of quantum encryption systems for critical national systems and future commercial use.
Trade
Antonette De Los Reyes
We commit to the reciprocal reduction of trade barriers, including tariffs and non-tariff barriers, to support domestic price stability and fair international trade practices.
We reaffirm our efforts to ensure the reliability and diversity of critical supply chains, including for defence and energy.
We commit to invest and catalyze private investment in infrastructure projects to strengthen international trade, including ports.
We reiterate our support for the reform of the World Trade Organization, ensuring fair and strong international trade regulation.
We will enhance coordination to secure and restrict trade in emerging, dual-use technologies to benefit from innovation while mitigating the risk of its use by malicious actors.
Environment
Ilya Goheen and Jacob Rudolph
We aim to improve response, early warning, detection systems and international cooperation to protect our communities from wildfires.
We aim to address the root causes of wildfires in our communities, including examining the climate-related issues contributing to extreme weather events.
We endorse expanded green bond issuance in low- and middle-income countries, especially in Africa, to attract private investment, strengthen sustainable finance, and develop capital markets.
We will accelerate efforts to halt deforestation and forest degradation by supporting sustainable forest value chains, enhancing forest governance, and increasing finance for conservation and restoration.
We commit to protecting and restoring marine, coastal, and terrestrial ecosystems by reducing soil degradation, halting biodiversity loss and tackling ocean pollution, including by addressing microplastics and other contaminants that threaten marine life and human livelihoods.
Migration
Jacob Rudolph
We will deepen partnerships with countries of origin and transit to tackle the root causes of irregular migration, such as conflict, natural disasters, poverty and instability, through targeted investment, stabilization efforts and inclusive development.
We will strengthen border management and enforcement, by deploying coordinated technologies, enhancing equipment and personnel, and building capacity with partner countries to uphold security, protect citizens and safeguard those vulnerable to trafficking.
We aim to strengthen border and visa management systems to deter irregular migration while supporting dignified returns and reintegration for individuals not eligible to remain, in accordance with international obligations.
We will support sustainable levels of lawful, humanitarian and economically beneficial movement of people by advancing safe and regular migration pathways as part of a comprehensive approach to global migration governance.
We will continue to advance the G7 Coalition to Prevent and Counter the Smuggling of Migrants by deepening operational cooperation with INTERPOL, the United Nations Office on Drugs and Crime, EUROPOL, the Financial Action Task Force, and other relevant partners to dismantle criminal networks, strengthen investigative capacity and disrupt illicit financial flows.
Foreign Interference
Anali Arambula Galindo
We will continue cooperating to detect and counter foreign interference, including state-sanctioned disinformation, cyber-attacks and emerging technological threats through the G7 Rapid Response Mechanism (RRM).
We remain committed to taking measures to address Russia, China and North Korea’s destabilizing efforts abroad, including interference in domestic affairs, disinformation campaigns and cyber-attacks.
We commit to increase efforts to fight against foreign interference during elections, upholding our democratic processes, and protecting voters’ and candidates’ human rights.
We recognize the importance of working to protect people from transnational repression, particularly from surveillance, harassment and other human rights violations by foreign state-backed actors.
We commit to strengthening safeguards in our academic, scientific and industrial institutions against foreign interference and espionage, including by enhancing transparency in research partnerships, protecting intellectual property, and countering covert influence over scholars and innovation ecosystems.
Development
Angus MacKellar
In collaboration with international partners, we commit to scaling up investment in agricultural infrastructure promoting food security, agricultural productivity and sustainable food systems, especially in Africa.
Working with national governments and the African Development Bank Group, we will scale up investment in African green energy, agricultural and industrial infrastructure.
We will continue to provide assistance to Ukraine to repair and strengthen its critical infrastructure, including its healthcare infrastructure, in response to Russian attacks.
We commit to investing in innovative development programs, promoting value for money and sustainable development whilst catalysing private sector participation.
We reaffirm our commitment to mobilizing USD600 billion through the Partnership for Global Infrastructure and Investment by 2027 to narrow the infrastructure investment gap in partner countries, in collaboration with the private sector.
Macroeconomic Policy
Jacob Rudolph and Angus MacKellar
We will catalyse private sector investment in G7 national infrastructure, including housing, to promote price stability and enable responsible public spending.
We commit to a balanced, growth-oriented macroeconomic policy mix that promotes long-term productivity, supports economic security and strengthens fiscal sustainability.
We commit to addressing excessive global macroeconomic imbalances by strengthening underlying fundamentals, enhancing policy coordination, and supporting International Monetary Fund (IMF) surveillance to mitigate spillovers and ensure sustainable, inclusive growth.
We commit to maintaining financial stability and ensuring price stability, consistent with our central banks’ mandates, by closely monitoring risks, enhancing regulatory frameworks and safeguarding the resilience of financial institutions and markets.
We commit to strengthening crisis prevention and preparedness in vulnerable countries by supporting the use of innovative financial tools, improving debt transparency and advancing timely, predictable and coordinated debt treatments, working closely with the IMF and multilateral development banks, to promote fiscal stability and sustainable development.
We commit to sustained macroeconomic support for Ukraine, including through the Ukraine Donor Platform and coordinated bilateral and multilateral efforts, to enable early recovery, drive long-term reconstruction and reinforce Ukraine’s economic resilience and sovereignty.
Health
Mahek Kaur
We welcome the adoption of the World Health Organization’s Pandemic Agreement at the 78th World Health Assembly and reaffirm our commitment to strengthening pandemic prevention, preparedness and response capabilities through international cooperation for disease surveillance, research and development and ensuring equitable access to medical countermeasures.
We reaffirm our commitment to accelerating progress towards Sustainable Development Goal 3, including through public and catalyzed-privately financed projects in partner countries, ensuring healthy lives and promoting well-being for all at all ages.
As per the One Health approach, we underscore the need for integrated solutions to ensure human, animal and ecosystem health, including zoonotic disease control.
We reaffirm our commitment to universal health coverage with a focus on primary health care, maternal, newborn, child and adolescent health and equitable healthcare for marginalized groups.
We renew our support for the Global Fund to Fight AIDS, Tuberculosis and Malaria and commit to supporting its eighth replenishment cycle.
Gender Equity
Mahek Kaur and Angus MacKellar
We will continue to promote economic empowerment for women and girls and support their equal and meaningful participation in the world of work through an integrated approach that addresses the unequal burden of care work, promotes quality childcare and aims to eliminate structural barriers and discrimination.
We renew our support for the Women, Peace and Security agenda, addressing sexual and gender-based violence, especially in conflict-prone areas.
We reaffirm our commitment to investing in equitable education and skills training opportunities for women and girls, including in the STEM and business sectors, and will invest in initiatives to support women-owned small and medium-sized enterprises to achieve full economic integration.
We commit to defending the rights of women and children globally, protecting them from physical violence, including sexual violence and online endangerment, including their unlawful exploitation in pornographic content.
We will strengthen efforts to ensure accessible, equitable and quality sexual and reproductive health for women, girls and LGBTQIA+ individuals.
Food and Agriculture
Nell Sykes
We will prioritize global food security and nutrition by strengthening sustainable and diverse agri-food supply chains, reducing food loss and waste, and expanding access to affordable, safe and nutritious food, especially in communities facing crisis or conflict.
We will expand the Apulia Food Systems Initiative to deepen our collective support for integrated, locally led solutions that address hunger, malnutrition and agricultural development in vulnerable regions, with a particular focus on Africa.
We will invest in the modernization of agriculture by scaling up science, innovation and digitization, including for smallholder farmers, to improve productivity, resilience and equitable access to markets and finance.
We will promote stability in global food markets by improving transparency, avoiding unnecessary export restrictions and strengthening cooperation to respond quickly to shocks and price spikes.
We will deepen cooperation with African and other partner countries to build long-term food security, including by supporting investments in infrastructure, market access and regional food systems that create jobs and reduce dependence on imports.
Climate Change
Nell Sykes
We reaffirm our shared commitment to supporting clean air, clean water and healthy environments by investing in scalable renewable energy and energy-efficient infrastructure, while respecting national energy security priorities.
We will enhance collective efforts to manage and mitigate climate-driven disasters, such as wildfires, floods and extreme heat through improved disaster preparedness, early warning systems, coordinated cross-border response mechanisms and resilient infrastructure.
We will work to mobilize finance for climate adaptation and resilience, drawing on both public and private sources, to support vulnerable regions including through resilient infrastructure investment, capacity-building, green bonds and the G7 Adaptation Accelerator Hub.
We will advance the development and deployment of technologies that reduce the emissions intensity of traditional energy sources, including through carbon capture, utilization and storage, methane abatement and investments in low-carbon industrial processes.
We commit to enhancing capacity-building efforts in developing countries to support nationally determined approaches to implementing policies that advance domestic resource mobilization and attract greater international investment.
Non-proliferation
Ridhima Sinha
We reaffirm our determination to uphold global non-proliferation norms by preventing Iran from developing a nuclear weapon, urging it to agree to negotiated terms, halt its nuclear program and de-escalate regional tensions.
We express deep concern over China’s rapid military build-up and expanding nuclear arsenal, and we call on China to engage in strategic risk reduction and greater transparency to promote stability.
We demand that North Korea fully abandon its nuclear weapons, weapons of mass destruction and ballistic missile programs in compliance with UN Security Council resolutions.
We condemn the provision of military assistance to Russia by North Korea and Iran and the supply of weapons and dual-use components by China, which enable Russia’s war and the rebuilding of its armed forces. We commit to continuing coordinated action against such third-country support.
We condemn Russia’s use of nuclear-capable delivery systems such as ballistic missiles, including intermediate range ballistic missiles, against Ukraine and oppose the use of such weapons globally.
Labour and Employment
Brinda Batra
We acknowledge the transformative potential of artificial intelligence in the workplace and reaffirm our commitment to promoting inclusive growth through the reskilling and upskilling of workers.
We recognize the essential role of collective bargaining at all levels in ensuring workers’ representation and will continue to safeguard this fundamental labour right.
We commit to foster inclusive and resilient labour markets across all age groups. To this end we will advance the implementation of the Organisation for Economic Co-operation and Development Council’s Recommendation on Ageing and Employment Policies.
We will intensify our efforts to advance women’s labour force participation including through addressing the gender pay and employment gap.
We reaffirm our commitment to ensuring safe and non-exploitative working conditions for all workers, in line with the International Labour Organization’s Fundamental Principles and Rights at Work.
If the 2025 Kananaskis Summit is to be successful for these members, it must do the following in order of importance.
Canada
Mahek Kaur and Ridhima Sinha
We reaffirm our commitment to strengthening energy security through international cooperation and public-private partnerships to develop more transparent, resilient, sustainable and efficient critical mineral supply chains, in line with the Five-Point Plan for Critical Mineral Security.
We commit to accelerating responsible innovation for artificial intelligence and quantum technologies to promote economic growth and support the digital transition.
To support long-term peace and security, we reiterate our call for Russia to unequivocally accept and implement an unconditional ceasefire with Ukraine. In the meantime, we will continue to provide economic, security and humanitarian assistance to Ukraine as it responds to Russia’s unjustifiable war of aggression.
We aim to address the root causes of wildfires in our communities, including examining the climate-related issues contributing to extreme weather events.
We commit to increase efforts to fight against foreign interference during elections, upholding our democratic processes, and protecting voters and candidates’ human rights.

France

We commit to supporting the unimpeded continuation and expansion of humanitarian aid to Gaza, including by ensuring the safety of humanitarian workers in Gaza, adherence to ceasefire conditions between Israel and Hamas and the realization of the two-state solution.
We reaffirm our support for Ukrainian sovereignty and commit to expanding military and civilian support for Ukraine, as well as supporting ceasefire efforts between Russia and Ukraine.
We will scale up our joint defence capabilities and modernize our armed forces by investing in our national defence supply chains, manufacturing and infrastructure.
We will scale up efforts to support the transition to renewable energy, supporting energy security and efficiency both domestically and internationally.
We commit to catalysing private sector financing for overseas development projects, including through public private partnerships.
Germany
Anali Arambula Galindo
We will continue to support Ukraine against Russia’s war of aggression by providing military and humanitarian aid, reinforcing joint sanctions regimes against Russia, and working to achieve peace.
We will work to ensure international economic stability and growth by strengthening cooperation with trade partners and preventing the escalation of trade hostilities.
We remain committed to upholding international security and stability by strengthening our defense capabilities and enhancing relations with security partners, including within the North Atlantic Treaty Organization and in the Baltic Sea, Indo-Pacific and the Middle East.
We commit to stimulating industrial growth at home and in partner countries, including through major infrastructure, energy and digitalization projects.
We commit to modernizing and scaling up national cybersecurity capabilities across the G7, in collaboration with international partners, to prevent information manipulation and support cybersecurity research.
Italy
Nell Sykes
We will work with African and Mediterranean partners to expand legal migration channels, combat human trafficking and strengthen the capacity of origin and transit countries to manage irregular flows in a humane and orderly manner.
We will support African food systems by expanding investments in sustainable agriculture, strengthening local value chains and improving rural livelihoods, with a focus on resilience, nutrition and long-term self-sufficiency.
We will advance ethical, risk-based governance of artificial intelligence, grounded in human dignity, transparency and international cooperation to prevent the misuse of emerging technologies.
We will work with regional partners and international organizations to facilitate humanitarian access in Gaza, support temporary ceasefires and humanitarian corridors, promote the release of hostages and advance de-escalation efforts that contribute to regional security and stability.
We will mobilize public and private investment for sustainable infrastructure, energy access, education and health systems in Africa, building local prosperity while addressing the root causes of irregular migration.
Japan
Brinda Batra and Jennifer Lee
We commit to strengthening cooperation to promote a free and open Indo-Pacific based on the rule of law and international order, working against malicious North Korean activities, including in cyberspace.
We reiterate our commitment to a rules-based multilateral trading system with the World Trade Organization at its core. We will work together to promote free and fair trade and to address unjustified trade barriers.
We wholly condemn Russian aggression, commit to support ongoing efforts to reach a ceasefire agreement between Russia and Ukraine and emphasize the need for any ceasefire to be respected.
We reaffirm our commitment to non-proliferation and disarmament efforts, in accordance with the Non-Proliferation Treaty, with the ultimate goal of a world without nuclear weapons.
We commit to advancing peace and security in the Middle East, guided by the two-state solution and supporting progress toward a lasting ceasefire in Gaza. We will enlarge support for Palestinian development through the Council for the East Asian Promotion of Cooperation for Palestinian Development in efforts to reconstruct Gaza.
United Kingdom
Angus MacKellar and Petrina van Nieustadt
We will support humanitarian aid and recovery in Gaza, promote ceasefire efforts between Israel and Hamas, and work with other G7 members to advance a credible path toward a two-state solution.
We will work with other G7 members to promote safe and equitable migration by combating human trafficking through enhanced intelligence-sharing, border security coordination and by undermining the business models of networks involved in the smuggling of persons.
We will work with other G7 members to promote risk-based governance that ensures advanced AI systems are developed and deployed in ways that safeguard democratic institutions, protect human rights and prevent misuse by malign actors.
We commit to modernizing and scaling up national cybersecurity capabilities across the G7, in collaboration with international partners, to protect civilian and military infrastructure against transnational threats.
We will support Ukraine by ensuring that Russia faces the full force of multilateral sanctions regimes by preventing sanctions evasion and closing third country loopholes.
United States
Ilya Goheen and Angus MacKellar
We will strengthen border management and enforcement, by deploying coordinated technologies, enhancing equipment and personnel, and building capacity with partner countries to uphold security, protect citizens and safeguard those vulnerable to trafficking.
We will promote increased defense spending among the G7 and North Atlantic Treaty Organization allies up to a minimum of five per cent by 2032.
We commit to enhanced collaboration with international partners and pledge to combat the transnational illicit drug trade, including the trade of fentanyl, and states such as China supporting or enabling illicit drug flows.
We pledge to work with G7 members, Ukraine and Russian toward a peaceful resolution to the ongoing conflict in Ukraine.
We commit to addressing excessive global macroeconomic imbalances, including trade deficits caused by China’s unfair trading practices, by strengthening underlying fundamentals, enhancing policy coordination, and supporting International Monetary Fund surveillance to mitigate spillovers and ensure sustainable, inclusive growth.
We commit to ending Iran’s nuclear program through diplomatic and, if necessary, any other means and support our allies’ efforts to do the same.
European Union
Jacob Rudolph
We commit to sustained support for Ukraine’s sovereignty, economy and reconstruction by leveraging G7 instruments to counter Russian aggression and ensure a just and lasting peace.
We will deepen our cooperation on artificial intelligence and frontier technologies through joint research infrastructure, ethical governance standards and innovation partnerships that drive safe and inclusive digital transformation.
We affirm the need to address the migration crisis and will undertake work to ameliorate the causes of migration, collaborate with partners to promote safe and equitable migration, and combat trafficking.
We will work to de-risk global supply chains by diversifying sourcing, improving transparency and investing in strategic sectors such as semiconductors, critical minerals and clean tech.
We will enhance global energy security by accelerating the transition to clean and diversified energy sources, reducing strategic dependencies and strengthening critical infrastructure and supply chains through coordinated investment and international partnerships.
We will work with partners to promote regional stability in the Middle East, ensure sustained humanitarian assistance, and support diplomatic efforts aimed at achieving lasting peace, security and the protection of civilians in accordance with international law.
