Joint Statement of Presidents Sarkozy and Medvedev on Their Cooperation for the Development of the North Caucasus

President Medvedev and President Sarkozy held a meeting on their cooperation for the development of the North Caucasus (Russian Federation).

This plan includes in particular a tourist development project called "Vissota 5642". Its objective is the development of winter sport resorts in Lago-Naki (Adygea), Arkhyz (Karachaevo-Cherkesskaya), Mount Elbrus (Kabardino-Balkaria), Mamison (North Ossetia) and Matlas (Dagestan), and the subsequent creation and development of beach resorts on the coast of the Black Sea and Caspian Sea.

President Sarkozy mentioned that France has unique multi-disciplinary experience and expertise in the integrated development of mountain regions and in conducting large-scale tourist projects, particularly regarding the development and management of mountain and beach resorts. France is fully prepared to share its experience in this area with Russia. The two Presidents have therefore decided to make this tourist development project in the North Caucasus a priority theme of the strategic partnership of the two countries. With this in mind, the project will be included on the agenda of the Government Seminar and the Economic, Financial, Industrial and Trade Council.

The two Presidents agreed that cooperation between Russia and France in this area should focus on:

- Helping to establish a legislative and regulatory framework drawing on France's experience with its Mountain Areas Act and Seaside Areas Act;

- Providing French engineering resources to help define a tourist development and integrated regional development plan, an efficient business model conducive to stimulating investment and public-partner partnerships, and a marketing positioning and distribution strategy;

- Carrying out the project in concrete terms, by establishing partnerships between Russian and French institutional and economic actors, whose legal status is to be determined in the future.

The Caisse des Dépôts et Consignations Group, on behalf of France, and the OJSC Northern Caucasus Company, on behalf of the Russian Federation, are responsible, each in their own area, for mobilizing the French and Russian actors concerned in implementing the various aspects of this cooperation.
