TUESDAY, MAY 2, 1995 (Meeting No. 40)

The Standing Committee on Foreign Affairs and International Trade met at 3:30 o'clock p.m. this day, in Room 536, Wellington Bldg., the Chair, Bill Graham, presiding.

Members of the Committee present: Colleen Beaumier, Stéphane Bergeron, John English, Jesse Flis, Bill Graham, Walt Lastewka, Nic Leblanc, Keith Martin, Bob Mills, Philippe Paré, Bernard Patry, Charlie Penson, Geoff Regan and Joseph Volpe.

Associate Members present: Barry Campbell, Maud Debien and Ovid Jackson.

In attendance: From the Research Branch of the Library of Parliament: Gerald Schmitz, Researcher. From the Centre for Trade Policy and Law and The Brookings Institution: Philip Bagnoli.

Appearing: The Honourable Paul Martin, Minister of Finance.

Witness: From the Department of Finance: Louise Fréchette, Associate Deputy Minister.

In accordance with its mandate under Standing Order 108(2), the Committee resumed its consideration of the Agenda for the G-7 Summit in Halifax and in particular, reform of the international financial institutions. (See Minutes of Proceedings and Evidence, dated Tuesday, February 21, 1995, Issue No. 16).

The Honourable Paul Martin made a statement and, with Louise Fréchette, answered questions.

At 5:00 o'clock p.m., the Committee adjourned to the call of the Chair.

Le Comité permanent des affaires étrangères et du commerce international se réunit à 15 h 30, dans la salle 536 de l'immeuble Wellington, sous la présidence de Bill Graham (président).

Aussi présents: Du Service de recherche de la Bibliothèque du Parlement: Gerald Schmitz, attaché de recherche. Du Centre de droit et politique commerciale et de «The Brookings Institution»: Philip Bagnoli.

Témoin: Du ministère des Finances: Louise Fréchette, sous-ministre associée.

Conformément au paragraphe 108(2) du Règlement, le Comité reprend l'étude du programme du Sommet du Groupe des Sept, à Halifax, et plus particulièrement de la réforme des institutions financières internationales. (Voir les Procès-verbaux et témoi-gnages du mardi 21 février, fascicule no 16)

L'honorable Paul Martin fait une déclaration et, avec Louise Fréchette, répond aux questions.

À 17 heures, la séance est levée jusqu'à nouvelle convocation du président.
