2014 G7 Commitments in Statements on Ukraine

The following commitments are drawn from official statements released by the G7 leaders and finance ministers on the situation in Ukraine in March 2014, as determined by the G8 Research Group.

Hague Declaration, March 24, 2014

N=16

2014-1: We, the leaders of Canada, France, Germany, Italy, Japan, the United Kingdom, the United States, the President of the European Council and the President of the European Commission met in The Hague to reaffirm our support for Ukraine's sovereignty, territorial integrity and independence.

2014-2: We remain ready to intensify actions including coordinated sectoral sanctions that will have an increasingly significant impact on the Russian economy, if Russia continues to escalate this situation.

2014-3: [This Group came together because of shared beliefs and shared responsibilities. Russia's actions in recent weeks are not consistent with them. Under these circumstances,] we will not participate in the planned Sochi Summit.

2014-4: We will suspend our participation in the G-8 until Russia changes course and the environment comes back to where the G-8 is able to have a meaningful discussion

2014-5: will meet again in G-7 format at the same time as planned, in June 2014, in Brussels, to discuss the broad agenda we have together.

2014-6: We have also advised our Foreign Ministers not to attend the April meeting in Moscow.

2014-7: we have decided that G-7 Energy Ministers will meet to discuss ways to strengthen our collective energy security.

2014-8: we stand firm in our support for the people of Ukraine who seek to restore unity [to their country.]

2014-9: [we stand firm in our support for the people of Ukraine who seek to restore] democracy [to their country.]

2014-10: [we stand firm in our support for the people of Ukraine who seek to restore] political stability [to their country.]

2014-11: [we stand firm in our support for the people of Ukraine who seek to restore] economic prosperity to their country.

2014-12: We commend the Ukrainian government's ambitious reform agenda and will support its implementation as Ukraine seeks to start a new chapter in its history, grounded on a broad-based constitutional reform, free and fair presidential elections in May, promotion of human rights and respect of national minorities.

2014-13: We strongly support the IMF's work with the Ukrainian authorities and urge them to reach a rapid conclusion.

2014-14: We remain united in our commitment to provide strong financial backing to Ukraine

2014-15: [We remain united in our commitment] to co-ordinate our technical assistance

2014-16: [We remain united in our commitment to provide] assistance in other areas, including measures to enhance trade and strengthen energy security.

Statement by G7 Leaders on Ukraine, March 12, 2014

Statement by G7 Nations, March 2, 2014

2014-1: [We call on Russia to address any ongoing security or human rights concerns that it has with Ukraine through direct negotiations, and/or via international observation or mediation under the auspices of the UN or the Organization for Security and Cooperation in Europe.] We stand ready to assist with these efforts.

2014-2: [We note that Russia's actions in Ukraine also contravene the principles and values on which the G7 and the G8 operate. As such,] we have decided for the time being to suspend our participation in activities associated with the preparation of the scheduled G8 Summit in Sochi in June, until the environment comes back where the G8 is able to have meaningful discussion.

2014-3: We commit ourselves to support Ukraine in its efforts to restore unity [to the country.]

2014-4: [We commit ourselves to support Ukraine in its efforts to restore] stability [to the country.]

Statement by G7 Finance Ministers on Economic Support for Ukraine, March 3, 2014

2014-1: We are united in our commitment to provide strong financial backing to Ukraine.

2014-2: we agree that the International Monetary Fund (IMF) remains the institution best prepared to help Ukraine address its immediate economic challenges through policy advice and financing, conditioned on needed reforms.

2014-3: We are also committed to mobilize rapid technical assistance to support Ukraine in addressing its macroeconomic [challenges]
