2023 G7 Hiroshima Goals Set and Met

The G7 2023 Hiroshima Summit Goals Meet and Set Report is prepared by the G7 Research Group based at the University of Toronto. Using the Goals Set report published on May 11, 2023, it provides a qualitative assessment of how well these goals were achieved at the Hiroshima Summit on May 19–21, 2023.

The Goals Set and Met Report includes averages by country and by issue to produce an overall evaluation score for the summit as a whole.

G7 Research Group analysts based the goals set by subject on priorities expressed in the Hiroshima Summit agenda as published by Japan's presidency and also priorities carried over from previous summits, as well as corresponding priorities expressed through global commitments such as the Paris Agreement on climate change and the Sustainable Development Goals. The goals by member are drawn from national policy addresses (i.e., State of the Union Address, Speech from the Throne, etc.), speeches in public forums such as the United Nations General Assembly and the World Economic Forum, news releases and readouts, and other publicly available information. Five to six priority goals have been identified and ranked for each subject and member (see Tables 1 and 2). They were expressed as closely as possible to the style of language used in G7 outcome documents, to facilitate the assessment of the goals met at Hiroshima Summit, using the standard matching methodology developed and applied by the G7 Research Group.

Scores are not weighted and calculated according to the following scheme:

For the 2023 Hiroshima Summit to be assessed as successful on these subjects, the outcome documents needed to match the text of goals set as closely as possible.

Climate Change: A

"Accordingly, we call on all Parties - especially major economies – whose 2030 NDC [nationally determined contribution] targets or long-term low GHG emission development Strategies (LTSs) are not yet aligned with a 1.5°C pathway and net zero by 2050 at the latest, to revisit and strengthen the 2030 NDC targets and publish or update their LTSs as soon as possible and well before UNFCCC-COP28, and to commit to net zero by 2050 at the latest."

"We reaffirm our commitment to a highly decarbonized road sector by 2030, and recognize the importance of reducing GHG emissions from the global fleet and the range of pathways to approach this goal in line with trajectories required for keeping a limit of 1.5°C within reach."

"Through this, together with our partners, we seek to holistically address energy security, climate crisis, and geopolitical risk including the expansion of global use of renewable energy in order to achieve net-zero emissions by 2050 at the latest and keep a limit of 1.5 °C temperature rise within reach."

3. We commit to reducing dependency on fossil fuels to speed up the decarbonization of global energy systems while promoting clean, safe, and sustainable energy development to support the global energy transition.

"We underline our commitment, in the context of a global effort, to accelerate the phase-out of unabated fossil fuels so as to achieve net zero in energy systems by 2050 at the latest in line with the trajectories required to limit global average temperatures to 1.5 °C above preindustrial levels, and call on others to join us in taking the same action."

We reaffirm our commitment to the developed country goal of jointly mobilising USD 100 billion annually in climate finance through to 2025 and will continue accelerating our efforts to at least double the collective provision of climate finance for adaptation to developing countries from 2019 levels by 2025.

"We reaffirm our commitments to the developed country Parties' goal of jointly mobilizing $100 billion annually in climate finance by 2020 through to 2025 in the context of meaningful mitigation actions and transparency on implementation."

"We continue to accelerate efforts to respond to the Glasgow Climate Pact that urges developed countries to at least double their collective provision of climate finance for adaptation to developing countries from the 2019 level by 2025, in the context of achieving a balance between mitigation and adaptation in the provision of scaled-up financial resources."

Noting that low- and middle-income countries are disproportionally affected by Russia's war of aggression and associated global challenges, we commit to step up our efforts and contribute to the G20 agenda to support them. This includes supporting work in the G20 on debt vulnerabilities, promoting efforts by Multilateral Development Banks (MDBs) to make the most efficient use of their balance sheets based on the recommendations of the G20 MDB Capital Adequacy Framework Review, and review their business models to better address transboundary challenges.

"To this end, we will contribute to developing an ambitious G20 Roadmap on implementing the recommendations of the G20 MDB Capital Adequacy Framework Review and call on MDBs to make further progress in a comprehensive manner while safeguarding MDBs' long-term financial sustainability, robust credit ratings and preferred creditor status."

We commit to mobilize high levels of private and public investments, including those in human capital, to unleash the potential for innovation, productivity gains and emission reduction.
